The reverse no: the easiest way to get a yes

It's easier to say no than yes. So ask a question where "no" means "go ahead".

Stop asking: "Shall we make you a quote?" That's a big yes to ask for.

Ask this instead: "Would there be anything against us drafting a proposal?"

It's easier for people to say no than yes. So ask a question where "no" means "go ahead."

Collect three or four small yeses during the meeting. Then finish with a no-question: "Is there anything stopping us from moving forward?"
